Tirana, Albania | Tirana Echo - Albania\'s opposition leader Lulzim Basha has said the Democratic Party would not allow elections without the opposition and that the upcoming Kavaja city by-election would be blocked through acts of civil disobedience. Only hours after declaring the failure of EU mediated political talks and the start of civil disobedience across the country, Albania\'s opposition leader warned the time for a solution through dialogue is coming to an end, hinting that the 7th May Kavaja by-election would be the first battleground of DP\'s civil disobedience action. \"The time to solve things through dialogue is coming to an ende. Better late than never. Every minute of reflection is welcomed. But starting from today, this massive popular movement is getting ready to spread and liberate the roads of the \'Old Republic\' through an escalating action of civil disobedience acts. There will be no elections without the opposition and dictated by crime. Next week we start joining the peaceful armies of the New Republic. Our first battleground and our first victory against farce elections will be in the city of Kavaja, which symbolizes freedom and democracy.\" - said Basha to his supporting protesters this morning in Tirana. Basha\'s statements come a day after European Parliament mediators David McAllister and Knut Fleckenstein rounded up a marathon of meetings last night without a concrete agreement between the two sides. Minutes later, Basha declared the talks had failed and called his supporters to prepare for civil disobedience. Both MEPs David McAllister and KnutFleckenstein confirmed in a statement late last night that the two presented a platform of proposals on decriminalization, fight against narcotics, technical measures to improve elections and political trust. \"The Democratic Party stood by its position for a new technical Prime Minister and for adopting an electronic voting system to guarantee free and fair elections.\" - said the statement. The opposition demands the resignation of prime minister Edi Rama and the formation of a technical government which would prepare the country for free and fair elections. The prime minister refuses to step down, arguing that his mandate has been granted by the people and that the opposition democrats are attempting to block the country’s elections because they fear the newly approved justice reform which is to scan all judges and prosecutors of Albania’s highly corrupt justice system .
